Government Issues Revised SOP for Migration of NPS Pensioners to Old Pension Scheme in Cases of Death or Disability

The Ministry of Finance, Department of Expenditure, through the Central Pension Accounting Office (CPAO), has issued a revised Standard Operating Procedure (SOP) for the migration of National Pension System (NPS) pensioners to the Old Pension Scheme (OPS) in cases involving the death or disability of Government servants.

The Office Memorandum dated 19 October 2026 aims to address challenges encountered during the migration process and facilitate the smooth transition of eligible legacy NPS-AR pension cases to the Old Pension Scheme. The revised SOP, approved by the Office of the Controller General of Accounts (CGA), supersedes the earlier procedure issued on 17 September 2025.

Key Provisions of the Revised SOP

Under the revised procedure, the CPAO, Pay and Accounts Offices (PAOs), Heads of Offices (HoOs), banks and other concerned authorities have been assigned specific responsibilities to ensure the timely processing of pension cases.

1. Initiation and Processing of Pension Cases

The CPAO will initiate the process by forwarding scanned copies of the relevant Disburser Portion of the existing Provisional Pension Payment Order (PPPO) to the concerned PAO. The CPAO will also provide a utility for generating new PPO numbers.

Upon receipt of the documents, the PAO will obtain the Service Book and other relevant records from the Head of Office to initiate the issuance of a new PPO under the applicable provisions.

2. Verification and Issuance of New PPO

The PAO will generate a new PPO number using the utility provided by the CPAO and prepare the PPO against the existing PPPO. The PPO/SSA will be prepared using the existing PPO number and PRAN number, as prescribed in the revised procedure.

Before finalising the PPO, the PAO must verify the details against the available records and obtain the required approval from the CPAO. The revised procedure also provides for verification of pension and family pension details to ensure accuracy and prevent discrepancies.

3. Responsibilities of CPAO

The CPAO will examine the PPO and SSA received from the PAO and verify their correctness against the available records. It will coordinate with the Central Pension Processing Centre (CPPC) of the concerned bank to ensure the proper processing of pension and family pension cases.

After receiving the new PPO, SSA and Last Pay Certificate (LPC), the CPAO will forward the relevant documents to the concerned CPPC. It will also retain scanned copies of the old PPO documents and the newly issued PPO for official records.

4. Role of Pay and Accounts Offices

The PAOs will ensure that all relevant service records, pension details and supporting documents are properly verified. They will coordinate with the CPAO for finalisation of PPOs and ensure that the new PPOs are issued against the existing PPPOs.

The PAOs are also required to monitor the process closely and ensure compliance with the revised instructions.

5. Responsibilities of Heads of Offices and Banks

Heads of Offices will provide the Service Book and other necessary documents required for issuing new PPOs. They will also facilitate the preparation and forwarding of relevant pension records.

The concerned banks and CPPCs will process the pension cases in their systems, make the necessary entries in the Pension Portion of the PPO, and ensure continuity of pension payments while following the prescribed verification procedures.

6. Pensioner's Responsibilities

Pensioners are required to return the old PPO copy to the bank after receiving the new PPO. They must also submit their Life Certificate to the bank in November every year, in accordance with the guidelines issued by the Department of Pension and Pensioners' Welfare (DoPPW).
