Important Guidelines for Operationalisation
The Karnataka Circle has issued several directions to ensure a smooth transition:
1. Administrative and Accounting Mapping: All designated divisions and units must be formally remapped under the revised administrative and accounting jurisdiction in accordance with the SOP issued by the Directorate.
2. Updating Departmental Portals and Databases: Administrative unit tagging must be updated across all departmental portals and databases to reflect the revised organisational structure.
3. Transfer of Records and Infrastructure: Records and infrastructure must be transferred from the existing Regions and Circle Office well in advance to avoid operational difficulties.
4. Transfer of Official Records: Physical and digital records, service books and pending files relating to the concerned offices and officials must be properly transferred to the newly established Head-Logistics.
5. Creation of IT and Administrative Facilities: The concerned Group Officers of the Circle Office have been instructed to arrange new users and logins for APT 2.0, official email accounts, e-Office units, GeM, CPGRAMS, PLI/RPLI applications, social media handles, RTI, HRMS and other related modules.
Staffing Through Local Arrangements
The memo clarifies that the operationalisation of newly created and restructured units will initially be managed through local arrangements, deputation or additional charges until permanent staffing arrangements are made.
The roles and responsibilities prescribed by Directorate OM No. Y-41/19/2026-PE-II-DOP dated 9 September 2026 for Heads of Regions, Logistics and Sales will be followed.
A New Administrative Framework for Postal Logistics
The establishment of a dedicated Head-Logistics in Karnataka Circle marks an important step in implementing the Department of Posts' revised organisational framework.
By bringing sorting divisions, mail motor services and the Foreign Post Office under a common logistics administration, the restructuring aims to provide focused leadership and administrative coordination for logistics-related operations.
The effectiveness of this new arrangement will depend on timely transfer of responsibilities, proper mapping of administrative units, adequate staffing and seamless integration of departmental IT systems.
The Karnataka Circle's order takes immediate effect and has been issued with the approval of the Chief Postmaster General.
