Department of Posts Cadre Merger: Proposed Changes, Career Prospects and Key Concerns for Postal Employees

Department of Posts Cadre Merger: A Major Step Towards Unified Cadre Structure – Key Proposals, Opportunities and Concerns
The Department of Posts has initiated an important exercise towards restructuring and unification of various cadres with the objective of bringing greater uniformity in cadre management, improving administrative efficiency and rationalising the existing staffing structure. The proposed cadre merger is based on the recommendations of the Cadre Restructuring Committee constituted under the chairmanship of Shri K. Prakash, former Chief Postmaster General, Karnataka Circle. The Postal Directorate has circulated draft modalities seeking comments and suggestions from Circles on the proposed integration of different cadres.
Proposed merger of cadres
The proposal envisages the merger of the following cadres with the Postal Assistant (Post Office) \[PA (PO)\] cadre:
 Sorting Assistant (SA)
Postal Assistant (CO/RO)
Postal Assistant (SBCO)
Postal Assistant (FPO)
The proposal also covers the integration of related supervisory grades, including LSG, HSG-II and HSG-I, into a unified promotional framework.
Options for existing officials
One of the important provisions of the draft is the option provided to existing Sorting Assistants and Postal Assistants working in CO/RO offices.
Officials may either:
Continue in their existing cadre until promotion to the next higher grade in their respective hierarchy or retirement.
Opt for merger into the unified PA (PO) cadre.
The option is required to be exercised once, in writing, within the prescribed period. Officials opting for the merger will not be permitted to return to their parent cadre, and their future promotions will be governed by the Postal Operative hierarchy.
 Common seniority and promotional opportunities
The proposal envisages preparation of a common Circle Gradation List for the unified PA (PO) cadre, with 1 January 2027 proposed as the crucial date.
The integration of different cadres into a common seniority framework is expected to have a significant impact on inter-se seniority, promotional opportunities and future career progression.
The draft also provides an order of priority for determining seniority among officials appointed in the same recruitment year. Therefore, the final seniority arrangements will be a crucial aspect requiring careful examination.
Changes in recruitment and manpower deployment
The Department proposes to discontinue fresh recruitment to the SA and PA (CO/RO) cadres from a cut-off date to be decided by the Directorate, with 1 January 2027 indicated as an example.
Vacant posts and posts becoming available through retirement, promotion, resignation or other reasons are proposed to be converted into PA (PO) posts.
However, the total sanctioned establishment of the respective RMS Divisions/Units and CO/RO offices is proposed to remain unchanged, thereby maintaining the existing overall manpower strength.
Impact on supervisory cadres
The proposed restructuring also addresses the future of supervisory positions in RMS, SBCO, CO/RO and FPO units.
Officials in LSG, HSG-II and HSG-I supervisory grades will also be provided an option to merge into the corresponding Postal Operative supervisory hierarchy.
The integration of supervisory posts and preparation of common gradation lists may significantly influence the existing promotional structure. It is therefore important that the Department ensures fairness in seniority fixation and protects the legitimate career interests of officials from all participating cadres.
 Transfer and posting arrangements
The draft proposes a common framework for transfers and postings of officials in the unified cadre.
Posting of PA (PO) officials in Circle Offices, Regional Offices and RMS Units is proposed to be regulated through Transfer and Placement Committees (TPCs), with tenure-based deployment. A cooling-off period of two years between two tenures in CO/RO offices has also been proposed, with relaxation of up to one year by the Head of Circle in administrative exigencies.
Key issues requiring careful consideration
While cadre unification may bring administrative advantages, several important aspects need to be examined before final implementation:
Protection of existing seniority and promotional prospects of officials in different cadres.
Fair treatment of officials who opt to remain in their parent cadres.
Clarity regarding future promotional avenues and supervisory responsibilities.
Protection of existing service benefits and career progression.
Fair and transparent allotment of Divisions and Units.
Adequate consideration of the specialised functions performed by RMS, SBCO and CO/RO officials.
Avoidance of any unintended disadvantage to officials belonging to smaller cadres.
The success of the restructuring exercise will depend not merely on merging designations and posts, but on ensuring equitable treatment, transparency and a well-defined career progression framework. Postal study for the purpose of postal exams
